Based solely on state power ratings.  Please note: teams may be listed as favored to win the state despite being an underdog to win NorCal.  All this means is that should they get there, they'd be favored against the SoCal representative-- while they may be stronger, statistically, than any of the schools in Southern California, they would not be favored to beat the top NorCal team.  Put another way, their toughest game(s) would be in the NorCal playoffs rather than in a potential state championship.
